Section 3: Determination of Registration or Enrollment Limit

Whether a person has exceeded the enrollment or registration limit shall be determined by considering the overall annual activities of all branches of that person.

Section 4: Application for Registration and Grant of Registration

Application Time Limit:

Application must be made within 15 days after the date the requirement for registration arises.

Which Form to Use:

Form "Mushak-2.1": This form must be used to apply for central registration.
Form "Mushak-2.2": This form must be used to apply for branch registration. Branch registration can only be done after the central unit is registered.

Places to Submit Application:

The Board's VAT Online System.
Any Customs, Excise and VAT Commissionerate or Divisional Office convenient for the applicant.
Any Service Center designated by the Board or the concerned Commissioner.
Any Fair conducted by the Board or the concerned Commissioner.
Any other place specified by order of the Board.

Note: If applying at a place other than online, the application must be transmitted to the VAT Online System by the next working day.

Issuance of Registration Certificate:

Upon receiving the application and after preliminary verification of the information, the Commissioner shall complete the registration within 3 working days and issue a registration certificate containing the Business Identification Number (BIN) in Form "Mushak-2.3".

Additional Information for Branch Registration:

For separate registration of a branch unit, the branch address, accounting method, and bank account number must be submitted.

Exception (Occasional BIN):

For persons for whom registration is not mandatory under the Act (such as for receiving tax refunds under Section 31(4) and Section 71), but who require import or export, an occasional Business Identification Number (BIN) may be provided with the assistance of the Customs system.
